I have an 8th student that does not speak English at all what is a good curriculum to use with him?

What are the other 26 mainstream students in the classroom supposed to be doing during their instructional time if a teacher is doing one on one tutoring of english words with one student?! How can anyone justify sacrificing the instructional time of many other students for one?

I don't think anyone is advocating that classroom teachers cut into their instructional time to tutor their English language learners.
Rather, mainstream teachers need to use teacher methods for the whole class that include ELLs. These methods include the usual of visuals, cooperative group configurations, adapted assignments and materials for ELLs. Yes, they will require extra time but should not detract from whole class instruction. See materials on this website for ideas.
